			<content:encoded><![CDATA[<p>The HPDL Community Association is a volunteer, not-for-profit organization formed in 1991 to serve the needs of the Hale, Page, and Diamond Lake residents of south Minneapolis. We are led by an elected board of directors and coordinate a wide variety of annual events to help make and keep our corner of Minneapolis a great place to live, learn and play. We currently have an opening for someone to handle the administrative operations of the association.  It is a part-time, permanent position budgeted for 20 hours/week.  See below for details of the responsibilities and requirements.<span id="more-174"></span></p>
<h2>Primary Duties and Responsibilities</h2>
<p><strong>Support Board of Directors and Committee</strong></p>
<ul>
<li>Provide support to board of directors, executive committee and six planning committees</li>
<li>Maintain annual planning calendar</li>
<li>Coordinate meetings, events, programs and activities</li>
<li>Staff and coordinate materials for meetings</li>
<li>Maintain member lists on Outlook, Excel and Access</li>
</ul>
<p><strong>Events and Community Meetings</strong></p>
<ul>
<li>Provide assistance through coordinating annual events</li>
<li>Create or coordinate community meeting and event publicity</li>
<li>Help coordinate annual community meetings</li>
<li>Coordinate event volunteers</li>
<li>Work with other HPDL organizations, neighborhood organizations, city and county departments</li>
<li>Obtain business donations</li>
<li>Track all income and expenses for fundraising events</li>
</ul>
<p><strong>Finance</strong></p>
<ul>
<li>Maintain accounts receivables and payables each month on QuickBooks</li>
<li>Coordinate QuickBooks backups and quarterly reports with accountant</li>
<li>Organize year end reports, tax filings and budget projections with HPDL and NRP accountant</li>
<li>Prepare for annual audits as needed</li>
<li>Maintain NRP and CPED contracts and reimbursements</li>
<li>Work with board and committees to create and track annual operating and committee budgets</li>
<li>Record income and make deposits</li>
</ul>
<p><strong>Communication</strong></p>
<ul>
<li>Serve as main contact for organization via phone, email and mail correspondence</li>
<li>Help coordinate and distribute quarterly newsletter and HPDL Contact drops</li>
<li>Send community announcements, newsletters and crime alerts through email and forward to web designer</li>
</ul>
<p><strong>Administrative/ Office</strong></p>
<ul>
<li>Maintain office supplies, equipment computer programs</li>
<li>Retain board, committee and NRP hard copy and electronic files</li>
</ul>
<h2>Experience and Qualifications Requirements</h2>
<ul>
<li>High school diploma or GED; bachelor&#8217;s degree preferred</li>
<li>Experience with Microsoft Office Suite applications (Word, Excel, PowerPoint and Access) and QuickBooks</li>
<li>Experience with basic accounting and budgeting practices</li>
<li>Excellent written and oral communication skills</li>
<li>Strong organizational skills with good attention to detail and time management skills</li>
<li>Ability to work with minimal supervision</li>
<li>Experience with any of the following is a plus: volunteer recruitment, event planning, grant management, community organizing or fundraising</li>
<li>Availability to work varied hours from week to week. Hours are flexible but some evenings and weekends are required.</li>

			<content:encoded><![CDATA[<p><strong>Low-Interest Revolving Loan</strong></p>
<p>HPDL offers very low interest loans – at 3% – for both single family and owners of multiple unit properties in the neighborhood.  Participants’ income cannot exceed 150% of the area median income.  Eligible improvements include corrections of housing code violations, energy efficiency improvements, sound insulation improvements, and improvement of the physical condition of the property to enhance livability.  Recreational or luxury improvements are not eligible.  The term of the loans is 5 years and can range from $500 – 5,000.</p>
<p><strong>Emergency Deferred Loan</strong></p>
<p>What happens to low-income folks whose furnace dies in the middle of winter or whose roof is leaking?  This program hopes to address such problems.  If the house may be uninhabitable, extremely dangerous or capable of causing severe health problems, and if the resident’s income does not exceed 50% of the area median income, then this program may be able to help.  Loans are forgivable if resident stays in home for five years.  Maximum loan size is $5,000.</p>
<p><strong>Accessibility Deferred Loan</strong></p>
<p>Residents with a long-term disability and who lack the resources to make accessibility improvements to their homes may apply for this forgivable loan program.  Income limit is 110% of the area median income and the minimum loan size is $2,000.  The maximum loan is $7,500, but if the resident’s disability was incurred while in the United States Armed Forces, that resident may apply for a loan up to $15,000.  Many state and county programs may apply for home accessibility improvements, so residents are encouraged to pursue these sources first or in conjunction with an HPDL loan.  Loans are forgivable after 7 years if the resident retains ownership of the property for the duration of that time.  Examples of accessibility improvements are: widening doorways, installing automatic door openers, lowering counters, or exterior modifications such as installing ramps and stair lifts.</p>

Some volunteer needs only require a few hours each quarter, yet these hours are vital to carrying out the mission of the HPDL Community Association. To get involved, please see below for areas in which we are seeking the expertise we know exists in our community.</p>
<p><strong>Building Community Committee</strong></p>
<p>Committee members are needed to help plan and organize events throughout the year such as Frost Fest, Picnic in the Park, and Halloween at Pearl Park.  Commitee members:</p>
<ul>
<li>Determine the games, attractions and activities featured at the events</li>
<li>Help obtain volunteers</li>
<li>Create and distribute event publicity</li>
<li>Obtain supplies and prizes</li>
<li>Setup and tear down on the day of the events</li>
</ul>
<p><strong>Crime Prevention and Community Safety Committee</strong></p>
<p>This committee is responsible for promoting and supporting block club development in the neighborhood and providing information and education to residents and business owners in order to promote personal and property safety.	The committee currently meets on the 2nd Tuesday of the month at 6:30 pm. Committee members are also involved in planning and organizing a community meeting in March and providing information at other events throughout the year.</p>
<p><strong>Environment Committee</strong></p>
<p>This committee combines environment, gardening and transportation activities previously handled by multiple committees. Some things committee members may do:</p>
<ul>
<li>Stay informed on traffic and airport is- sues affecting the HPDL neighborhoods</li>
<li>Attend community meetings related to transportation or environment issues</li>
<li>Help obtain gardening supplies and maintain community gardens</li>
</ul>
